S&P makes a critical & valid point, this Congress is dysfunctional.
Prior years the debt ceiling was mostly unknown to the public. This year the tea party misused it & were willing to throw the global economy over the cliff in order to make their point.

They forgot WHY they were sent to Washington, people wanted them to find JOBS.
Instead they have been busy striping unions of collective bargaining, ending funding for Planned Parenthood & making it more difficult for women to have an abortion.

An aside, but important factor, America is fractured, many from the South have different beliefs than those from the North, East & West.
"Religion", IMO is the X factor. They govern using their religion to attempt to control others to live by their beliefs.
This is the reason governing has become sooo dysfunctional, you can't reason with these people. clo

One extra point.

The view of S&P is essentially one person's view. Nothing more.

Does S&P employ the best economists in the world to provide their opinions. Nope.

We're dealing with at best a second tier opinion.

There's grandeur in a corporate name. But let's not pretend we are in crystal ball territory here.
