This is meaningless ... it is just a summary of historical rates. It's time for you to face facts, clo ... if you increase the capital gains rate, especially as drastically as you propose, investors will immediately change their behavior. For instance, if you increase the capital gains rate to 50% ... to go after those nasty ol' straw-men of yours, "hedge fund managers", that you love to envy and hate (who, by the way, are in bed with Obama and strongly helped to fund his campaign) ... investors will pull their money out of stocks and put it into interest-bearing investments, since interest would then be subject to a lesser rate of tax. If you then allow your class envy and Socialist ideology run away with you again and you raise the tax rate on interest, in response, investors will then move their money to tax-exempt investments, like municipal bonds.

clo, you need to start being an American for once in your life and realize that we Americans do not exist for the benefit of the government - the government exists for the benefit and is at the beck and call of the American people. The federal government isn't some engorged tit for you and your political masters to forcibly fill up with other people's blood, sweat & tears just so you can decide whose mouths, into which, you're going to squirt some nanny's milk.
