If the US credit rating is downgraded, I suggest absolutely everything else is downgraded by the same amount. It isn't as if China is immune from a US debt downgrade.
The US is the fixed measure of global credit worthiness. There is no way to make it relatively weak compared with any other kind of borrowing. All borrowing is affected.
