If SS payments had never been raised, SS would not be in trouble but the payment would be so small as to be useless. The really bad change was when they made it possible for people who never paid in, could get payments. Why should people who lived their whole lives on welfare, get SS payments? Why should people who come to the U.S. and work for little or no time, get SS payments?
