...when the marginal tax rate was 90 percent, the effective tax rate was the same as it is now. They lowered the rates and eliminated many deductions and voila! Nothing changed.

It worked in the past. Why would it not work now? Are you saying that today's crop of rich people are more dishonest or cynical than they were back when Eisenhower was president (the last time the marginal tax rate was 90%)?
