I know you were speaking of power lines, but on a side note, in my experience, just about any time there's any trouble with telephone service, it ends up being a backhoe somewhere.
Most power lines in this part of the world are overhead lines. They have talked about an underground, super cooled, high transmittion line but I think they worry the farmers or the oil companies would did it up.
