You would think that if they were going to build a plant near a river, they would build a super reinforced wall all around it, at least ten feet taller than the highest known flood. When I lived in Waco the river had to rise 30 feet to get out of the banks. It rose 32.

Look at that, some fool did it. Probably backed a backhoe into it. Talk about an 'aw shit' moment, that's hard to beat.

Sandbags to stop a huge river. Suuuure.
