You misread the item. He claims the law is to PROTECT the state's beer interests from an unfair FOREIGN takeover by Anhauser (AKA Budweiser), which is now Belgian owned. Of course in this case, the "state's beer interest" includes Miller Brewing, NOT the 60 small microbrewers currently operating in the state. This law is to protect the status quo, as defined by the Miller and corporations who own and operate the wholesale distributors in the state.

But why would Walker — who calls small businesses the “backbone of our economy” and has postured himself as their champion — side with a foreign-owned mega-corporation over locally owned small brewers? It may have to do with the fact that MillerCoors, which is joint venture with foreign-owned SABMiller, donated $22,675 to his campaign.
