My guess is that all the leaders had probably just lined up SPECIFICALLY to shake GWB's hand (note that he hardly moves from photo to photo) before coming onstage for the group photo, as shown in your video. Note that in your video, GWB is FRONT AND CENTER. He's the key figure, around whom everyone else gathers.

I'm no GWB fan. But, a tip: There's enough REAL stuff about him that you can go with. You don't have to go spreading nonsense. That just blows your credibility.

I don't know what the explanation for that video is... perhaps he had just broken a finger... or (my guess) had already just shaken those peoples' hands... or was wearing sanitary gloves... or... was wearing DIRTY gloves... or whatever. Who knows?
