He's right, of course. Madness and irrationality are a basic features of the behaviour of crowds, given the right chemistry and conditions.
On the other hand, as a historian/senator of the imperial Roman era, it comes across as equal parts paternal and unctuous to his superiors. Don't listen to the mob - give them bread and circuses instead. Go too far down that road and your empire collapses.
