Barack Obama's executive order will require firms to disclose their political donations prior to being awarded a government contract.
The draft specified that US government agencies must require that firms seeking federal contracts disclose political contributions made within two years prior to their bid.
Republican Senate Minority Leader Mitch McConnell said that, if those accounts are true, the White House would be guilty of "an outrageous and anti-Democratic abuse of executive branch authority."
"Let me be clear: No White House should be able to review your political party affiliation before deciding if you're worthy of a government contract," he said in a statement.
