Sorry but that is total BS. While half the folks do not want to see big (BIG) cuts in Medicare, especially for the elderly, they do want to see cuts made. At the same time over 80% want to see cuts to Medicade. It is all in how the questions are asked. If you ask folks if they want grandma and grandpa to lose their government care and be told to just die then most everyone will say NO. If you ask folks if the government should take care of all citizens from the cradle to the grave, most will say NO.
