Nearly one-third of the active judges on the U.S. District Court for the District of Columbia were born outside the United States. Specifically, five out of the fifteen active judges on this court are foreign-born. All five of these judges were appointed by Presidents Obama or Biden.
These judges were born in countries including Jamaica, India, Uruguay, Egypt (via Canada), and Trinidad and Tobago. Importantly, none of them had any prior experience serving as a judge—whether at the state or federal level—before their appointments to the federal bench. They came from backgrounds in private law practice, public defense, academia, or government legal roles.
This represents a notable shift for the D.C. District Court, which handles many high-profile national cases. In the past, judges on this court were overwhelmingly born in the United States. While there is no legal requirement that federal judges must be U.S.-born (they must be citizens), the combination of foreign birth and lack of prior judicial experience for all five of these appointees stands out compared to historical norms on this particular court.
