And, just think, it was not that many years ago the Virginia Beach 'Powers that be' wanted to run a light rail line from downtown Norfolk (where a lot of 'trouble makers' live) all the way out to the oceanfront.
Then simply address the people who are the problem and not curfew all the law abiding residents there or the out of town people who bring in a lot of the money being on vacation trying to enjoy the area while there.
