I have a new curfew client. Another Virginia Beach resident was arrested under this curfew—this time Stephanie Vann, who actually lives in the Oceanfront zone. She stepped outside her apartment on 27th Street around 10pm, something her lease effectively requires because she can’t smoke on the property. She was standing with two other male individuals—only she was charged.

This is where we are now: residents being taken into custody outside their own homes under a curfew the City was never authorized to impose. Now facing a year in jail.

Stephanie will be in court tomorrow.

This is crazy.
They arrested a reporter down there for a curfew violation. They demanded his ID and his Press identification. They’re stopping cars to question you. Want you to prove you are staying in a motel there or that you’re coming back from dinner at a restaurant.
This is the beach area where all the tourist stay
The city is going to get sued big time. And the taxpayers will pay. 

1) Standard citywide curfew
• Who: Unaccompanied minors (under 1Cool
• Time: 10:00 PM – 5:00 AM
• Where: Entire city (except special Oceanfront zone)

📌 This was officially changed in 2026 from 11 PM to 10 PM by city council. 

👉 This is the default rule in Virginia Beach at all times.

🌊 2) Oceanfront “imminent threat” curfew (temporary ordinance)
• Who: Unaccompanied minors
• Time: 7:00 PM – 5:00 AM
• Days: Friday–Sunday
• Where: Oceanfront (Rudee Park → 31st Street)

📌 This is a separate emergency ordinance layered on top of the normal curfew.

🚨 3) Temporary ALL-AGES curfew (specific April 2026 dates only)
• Who: Everyone (not just minors)
• Time: 9:30 PM – 5:00 AM
• Dates: April 17–18 and April 24, 2026
• Where: Same Oceanfront zone
