Hmmm ... if a minority portion of the population (i.e., blacks) commit a much, MUCH higher percentage of overall total crimes (and THAT is certainly the case here in the U.S.A.), then blacks might make up a larger portion of the people who are in the criminal data base that services facial recognition systems.
