I'd say that the video is both right and wrong. There are some things that happen under quantum mechanics that are understood, but there's still no understanding of WHY they happen. There's something called the Copenhagen Interpretation that is a set of rules that begin with the observation that results don't become real until they are measured. But then there's something else called the Many-Worlds Interpretation with rules that work just as well but because the universe splits every time a particle decays ... and we don't learn which universe we ended up in until we measure. Compare it to the first interpretation and you can kind of see how they accomplish the same thing. Now there is a third one that I don't even know the name of but it also works just as well and has rules based on consciousness being connected to and able to alter reality via microinstances of time travel.

Quantum electromagnetism is interesting. The rules for it are clearly established and work extremely well. Some of the most useful inventions we have today exist because of quantum electromagnetism. Unfortunately, the math that led to it says that the theory is completely bogus! Oh, details, details! So far as I know, physicists continue to close their eyes to that little problem and just pretend that it's not the case.
