Wouldn't surprise me in the least if some civilians in the vicinity were carrying - even in dark blue Austin - but, I believe this goat-humper lobbed rounds into the bar from his SUV in the street, so there probably wasn't a great opportunity to take him out until he got out of his vehicle. By that time ... which, unfortunately, was more than enough time for him to do considerable damage ... the police arrived to put him down.
