I think what he is saying in "Trumpese " that we need a lot more engineers in certain fields of expertise than what we have or are gpoing to produce due to the pace and speed that they will be needed.

It takes some time to get into the application of all the principles and techniques ya learn while in school and so yes, its very possible based on the demand for enginners in different fields we might not have enough to satisfy and fulfill the demand which I find amazing..
