DOJ lawyers told the judge that it would be too complicated to make partial SNAP payments from the contingency funds since they would have to work out an allotment formula for each state. Besides, they claimed that this had never been done before. And they were correct, since during past shutdowns, SNAP benefits were paid in full without having to use the contingency funds. So the judge gave the government an option; if it's going to be too complicated to figure out how to pay partial benefits from the contingency funds, then just pay the full benefits. Trump as since decided that it's not too complicated and has ordered that partial SNAP payments would be made from the contingency funds, but of course, it's going to take some time to work out the formulas for each state, so people shouldn't get their hopes up that relief will be coming any time soon.
