California tax you on renting a slip in a government owned marina.
In addition to the sales tax. They will charge you a “possessory tax” claiming that you leasing the slip for the year means you’ve been in control of the property and are required to pay tax as if you were the owner. They do this because the government does not pay property tax, so they get the users to pay it.

California property tax on a boat. Most counties and cities charge a tax on boats each year. They assess your boats value. Then charge you between 1% and 1.2% as property tax.
But
In addition to the assessed value of the boat, they’ll add the amount of last years tax bill to the current years assessment. So if they assessed your boat at $1,000,000. And charged you $10,000 tax. The next year they’ll assess your boat at $1,010,000. And your tax will be $10,100. And on and on until you leave the state.
Many boats maintain their resale value over the years. So your assessment keeps going up.
