Well, that suggests to me that NOTHING putin 'pretends' to agree to should be believed.
(I am, of course, referring to the agreement post USSR in which Ukraine surrendered ALL its nuclear weapons in exchange for a promise from russia promising russia would never invade Ukraine.)
