Well, each department traditionally submits a budget for the coming fiscal year that is, at least, a little larger than the one for the year before. Sometimes, significantly larger. Please see the principle of "If you don't ask, you don't get." Problem is, this has compounded itself into a bloated behemoth over the years without anyone actually putting a foot down and saying, "STOP! We can do much better with less fat." Oh, many have TALKED a good game, but they VERY rarely have actually taken steps to trim down the beast ... until now, anyway.

Didja ever wonder

why does the executive branch have to come up with a national budget for spending, and it never seems to balance and is always grossly overspent and is in a huge deficit annually?

MAYBE there is a lot more FAT that could be trimmed.

Something is annually wrong...
