It's because you do not understand what Phil actually meant by that.

Where exactly does Jesus reign ?

HE REIGNS in the HEARTS and lives of THOSE who have have HIM in their hearts.

Your Spirit is the eternal part of humans. Yer soul is the personality , the YOU in people..

SO, if Jesus is not reigning in yer heart, then there is always room for EVIL to to be there, such as evil thoughts.

Evil is anything that is ungodly or goes against what God set out as "right" (righteous) and acceptable unto HIM. A righteous person can only be that way with the Holy Spirit leading and guiding their actions and their thoughts and words.

Phil isn't wrong. He's just speaking things that many people do not really know..

I've heard this many times, and it's obviously untrue. I think Phil would be closer to correct if he said, "Where there is no Buddha, evil always reigns." There is plenty of evil in the United States. Japan and Singapore are improvements in that regard.
