Let's go back in time a little and look at how the much time the "Congress" was in session in a year and how that worked.
It was a part time job spanning several months. Nobody was PAID. All were volunteers who wanted to actually serve the country instead of getting rich off of it..
They returned to their homes and normal occupations after they completed the work they had to do..
I like the Volunteer system.. That will show who is in it for what reason...
