On SCOTUS vs. inferior courts making nationwide rulings

Let's ask ourselves a couple of questions.

Have 'inferior courts' made nationwide rulings previously that have been appealed by the EXECUTIVE branch all the way to SCOTUS ?

Has SCOTUS denied the 'jurisdictional authority' of any of those 'inferior courts' (they may have denied the ruling based on other criteria - but have the denied on JURISDICTIONAL criteria ?

Why or why not have they so ruled ?

Is it because the enabling legislation does not limit the 'inferior courts' jurisdiction nationally ?

IF SO (and I believe it is so) - then only CONGRESS, with Presidential signature, has the ability and authority to change the situation.
