I've been using bidet seats similar to that for years. Makes a huge improvement in both cleanliness and saving a ton of toilet paper.
Cold water in your line which is already within your house is likely going to be warm enough, even in winter. Or you can add an electric on-demand heater nearby. Or just plumb from an existing warm spigot.
