Could you please direct me to the ATC commands to the airliner to 'turn left' or 'abort the landing'.

Or am I incorrect in 'assuming' that it takes two participants for a 'collision' to occur ?

Back to the same issue of who actually had authority, and who did or did not exercise it properly.

BTW: An Instructor Pilot is ALWAYS the final 'the buck stops' here when it comes to flight safety. No ifs ands or butts about it. I could go into a pretty lengthy list of 'contributing factors', including chain of command amongst other very serious problems with the Army (currently being corrected) - but what we are talking about here is FINAL RESPONSIBILITY. The congressional orders for 'keep us safe at all costs, get US out first when things go to shit' also played a HUGE role in the entire cluster fizzle. Note that those 'training missions' are currently suspended for damn good reasons.

Re: “My initial diagnosis is 100% STILL ON THE TABLE - IN SPADES NOW.”Fair enough. I disagree with it. The air traffic controllers told Captain Lobach to turn left. She didn't do it. With 15 seconds left, her flight instructor reminded her that they wanted her to turn left. She already knew that there were planes in the vicinity. I don't know what she was high on, but she STILL didn't turn left. I'd guess she sat on that guidance for 20 to 30 seconds - which is a LONG TIME when you're flying in the congested air space of Reagan National Airport.
