Back when the USSR was still the USSR . . . a LOT of the Russian Defense industries were located in Ukraine's Crimea. Ship building, marine diesel engines, and a number of other defense related industries were in Ukraine. After the USSR broke apart those manufacturies were Ukrainian.
One of the reasons the Crimea was one of the regions russia 'stole' from UKraine in 2014 was to re-acquire those industries.
