A federal judge has placed a broad block on President Donald Trumpâ€™s effort to freeze a vast swath of federal grant and aid spending, saying the freeze is likely unconstitutional.

U.S. District Judge John McConnellâ€™s 13-page order issued Friday afternoon says the Trump administration may not â€pause, freeze, impede, block, cancel, or terminate â€¦ obligations to provide federal financial assistance to statesâ€ challenging the policy, until further notice.
