Nearly everybody will end up paying for it. The ship owner, the ship’s insurance company, the city taxpayers the state taxpayers and the federal taxpayers. The only one who won’t be paying are the two $250K - $400K a year Harbor Pilots who were onboard telling the ship’s Captain what to do. They’re union pukes so they’re not held responsible if anything goes wrong.

Caused by a company. Should be paid for by that company, plus loss of life of the construction workers and loss of use.
