I think that we are talking about Wagner Group forces here.
They were always expendable.
The question is whether it is Putin or just his generals who have decided not to provide them with ammunition.
It would be nice to think the issue was broadly true within the Russian army. But my guess is that they'll be saving ammunition and equipment for defensive purposes. And that Wagner has served its turn. Thus, the use of shovels tells us Wagner has lost the internal Kremlin power struggle and is being allowed to lose.
I may be too cautious. It would be nice if the entire army has no weaponry and ammo left.
