He's done Putin's work for him. It becomes an instrument of manipulation and nastiness.
He's basically passed the costs of his business to users as cost-cutters often do. In the end, Twitter will become somewhere people are less likely to visit. But for the moment, Twitter will try to show that users are not vacating the site.
This is no genius Musk maneouver. It's slumlord economics.
