You do realize that that sounds kind of like the United States Constitution . . .

The federal government is supposed to be severely limited in the things it is supposed to be doing . . . NOBODY in the congress is even slightly in compliance with the Constitution.

Or we could become a Union of States that had extremely limited Federal powers?
Maybe create a document that in clear common English spelled out the federal powers. And let each of the states create their own laws and regulations. The state would be completing with each other. Incubators of ideas…. blah,blah,blah.

Of course doing any of this would result in lots of bloodshed, which might be a positive thing.
