Should the ability to sue depend upon a person's reputation?

Just seems to me that certain very rich people keep suing other people, when we all know they are doing it because they are self-absorbed control freaks.

Why should other people (and the courts) have to put up with it?

Make it much harder, costlier and more risky to sue others for people who do it too much or whose reputation is already tainted.
