Russia tried the threat of nuclear weapons to keep the Europeans etc. from coming to the aid of Ukraine.
Didn't work too good as a whole lot of countries are sending 'War Toys' to Ukraine who is using them to good effect to kick Russian butt.
If Putin does decide to use nukes . . . He runs the very real risk of any of several nuclear armed nations deciding to respond in kind. I don't think Putin is that stupid.
