I was struck exactly the same way.
And also by the difference between British and American conservatism. He lists the achievements of government, particularly in building infrastructure and reponding to crises, and sees it as operating in parallel to markets, not as in competition with them. That's my view too, as you know, with each having different roles to play.
He got the big things done well, in my view.
I'm not even especially sure he lied about the parties. Because they were hardly parties and he hardly attended whatever they were. But I agree they were against the spirit of the lockdown, and my view is he didn't see his job as being a nanny manager to adults. He had bigger fish to fry. Or so he thought.
