How are they responsible?

Aren't they just pharmacies who fill prescriptions written by doctors?

If two counties are to receive $650.5m, how are these businesses to survive payouts to every county in the US?

How can any business afford to run pharmaceutical services in the US?

Comes across as another ludicrous award to me. But maybe there's an explanation which makes sense.
