The truth is, the rules were very strict and somewhat impractical for people working together. Put them in a room with a computer and they weren't doing much wrong. Insert a can of beer into a person's hand and it's a party.
It's certainly terrible optics. And a breach of trust. But when you are in a war with Putin and seeing worrying things in the economy, it just isn't top of the list of priorities.
