The key word is "proposed".
Let's see them agree before thinking the EU is doing anything like this. Obviously there are some people who know what the right words ought to be. But are they capable of actually performing collective acts of self-sacrifice? Remember they need to be unanimous to do anything like this together.
As a whole, the EU organism talks a better game than it plays. I'm not sure it is capable of bypassing Hungarian sympathy for Putin and German cowardice. That as well as their dependence, which has put some of them in the proskynesis position towards Russia.
By all means, we should hope. But don't hold your breath. The proposal will be watered down.
Another example of the EU's way of doing things. Austria today announced there would be no fast track membership for Ukraine. It will take 5-10 years. They had the utter impertinence to say that Ukraine would need to learn Western values first. If only Austria had Ukrainian values. You know, the sort where a country is willing to shed the blood of its countrymen to stand up to a tyrant and fight for freedom.
If I was Ukraine, I'd avoid the EU but I'd join NATO if I could.
