I agree with your assessment of Joe's gaffes.

Have you noticed, he also holds a pen most of the time, I think that's another way to keep him in the moment.

British Conservatives are not like the American variety at all, although they assume they are.

But they really must get over Biden's gaffes, which they assume are because he is senile. Biden and verbal gaffes have been synonymous for years. They seem to signify nothing, pretty much. Nothing different from stuttering not being an indicator of stupidity. Speech can be misleading. I suspect a good part of his brain is given over to smoothing his delivery, and so he is able to spend less power on the content.
