Can we now safely say Russia is not a great power?

It has the artillery and missile category of weaponry, yes.

But its army has been exposed by Ukraine and looks obslescent to me. Its air force has failed to achieve aerial dominance. And I see no reason to presume its navy is any better. Nor does it seem capable of creating the logistical and communications support it would need.

Putin believed his own propaganda. Ukraine bet that it was a lie. Ukraine was right, I think.

To me, things now look like this. Against NATO, the Russian military would fail, hopelessly, in any conventional war. The only thing Putin has left is nuclear threats.
