The parcel decision is an interesting one. It will put a huge burden on the Russian postal service and private delivery services (such as Amazon). How will Amazon respond?
FIFA's gesture is not in the same category as the others. It's attempting to evade the issue by allowing Russian players to play as if they are not representing a country. But everyone knows where they come from.
I believe people will be unimpressed with their solution. Most sports are cutting Russia off to impose a real cost on the country. England has said it won't play Russia in ANY sport. People have had it with Russian cheating, as well.
What I hope we will see is sanctions that punish Putin and his immediate people, but that encourage the Russian people to remove him. So I hope we don't just put their backs up. The best solution is that they turn on him, not that they have a common cause.
