is that he issued a secret self-pardon and the DOJ wants to avoid admitting it?

It would be an admission that any POTUS is capable of placing himself above the law, a disastrous precedent.

Would the DOJ itself have been complicit in approving its issuance, back in the days of Barr? No one would ever trust the DOJ again.
