No, not paying the fee or having liability insurance will only make you subject to a fine. It will have no impact on your right to own the gun(s).

If people had to buy liability insurance, the insurance companies would soon make it a requirement that you keep your guns locked in a gun safe or at least have a trigger lock. That's what happened with auto insurance. The insurance companies became lobbyists for seat-belt laws, airbags, safer cars, hands-free phone laws, etc.

How about a freedom of speech tax. A Cruel and UNusual punishment tax? A tax on your right to not have soldiers quartered in your home?
