It is a good idea, but I expect it violates the Second Amendment as intepreted by the Nutso SCOTUS. It's a right, not a privilege, as they say. You don't need a license to assume a right. You can do so because the Bill of Rights says you can, without regulation. etc. All bollox, but this is the problem with the stone tablet notion of the law.
