Trump is a serial vexatious litigant.
For a person who behaves as he does, I think you want to have an upfront hearing to stop them abusing the process. He should have to pass a test of vexatiousness (ie that it isn't) for every action he brings before it ever enters the system. And he should pay for the administration of the test and be fined when he fails it.
