Is there a word pretaliation

There ought to be.

France is threatening retaliation against Britain because we were in on the Aukus thing and the loss of the order for wind-powered French subs (or was it diesel).

But they've been having a go at the UK for, basically, ever.

Can it be called pretaliation? Because retaliation isn't their thing. They just go on and on. Every now and then, there's a war.

One thing is always true in Europe. Some dislike the British. Others the Germans. But everyone hates the French.
