In order to pass a bill, the Senate must have a quorum, that is 51 or more Senators present, but the number of votes needed to pass the aforementioned bill is one-half of those present, plus one.

...no lad, ya have to have a majority to pass anything in the house or the senate. Less than half is not a majority. If a majority was simply a plurality, the absence of the Texas dems would be irrelevant.

...the reason a majority is required is to keep one party of the other from showing up and passing laws while the other party isn't aware of the vote and is not available.

...Majority means more than half. Plurality means simply 'the most votes'. Lotsa difference.
