Who do you think those two groups of people might actually be? To me, it's clear: ILLEGALS.
 

...I think it will be anyone who is likely to vote for Gavin Newsome in the upcoming recall election or any likely democrat voter in future elections.

$35 million per month is $420 million per year, which isn't all that much when you've got California's budget and a population that's officially pushing 40 million but 50 million unofficially. The dollar amount and the number of qualifying groups only go UP once the bill passes.
